Never has been, probably never will be. The government and Democrats especially are addicted to tax revenue, part of the solution is to cut off their supply and make them choose the programs they can fund. If you increase taxes they will only spend it all on new programs.

Even Gov. Gary Locke of Washington state is starting to get it about taxes, he's finally been forced to cut some programs since he can't get the voters to rise taxes on themselves.
