The last time the US instituted a draft (1940), we were facing the likelihood of world war against the AXIS powers---and the draft was renewed by the Senate one year later by a margin of ONE vote! For the 151 years prior to that (excepting the Civil War) the republic was defended by an all-volunteer, no-conscripts Army and Navy. That--not the draft--is the American Way.

Anyway, the effort to institute a new draft has failed...and rightly so.
