capex for semi equipment wasn't slashed, the overall capex number includes everything but the kitchen sink as far as building starts and everything- an interview with Piper analyst Ashook Kumar on cnbc clarified this, he says intel will be adding to the SCE component of capex 20% next year. I guess they breakdown this info for the analysts, I don't see it anywhere, and I don't know what the expectations were for SCE capex spending but 20% sounds fine to me. He says the capex reaction is overblown.
