Jorj, I base my anticipation of a stronger business environment in the tech sector on two factors

1. wear and tear of existing equipment and also marginal on better / faster technology which justifies investments

The cycle of purchases of new equipment expanded from around 3 years to 5 years by having 1999 as a base point in tech.

2. Growth in India China and Russia & CISS (If I am correct Russia had a substantial trade surplus ) The economies of those countries are still growing around 5 to 8% a year (as far as population is concerned this group has 2/3 of the world population).

I may be wrong but certain cities in those countries are exploding with commercial activity and their middle class surpasses the US population.
