The Poppy growers are resuming their former place of power in the illicit economy, and that will have to be dealt with.

Kind of a catch-22. If Afghan farmers could make as much money growing licit crops, they wouldn't grow poppies. Destroying crops and the illegality of heroin drives up the profit margin of growing poppies. Ugh. It'll come down to paying farmers huge subsidies not to grow poppies, no doubt.
