Brinkley's whole article is based on one report from one group which is expressing an opinion lacking balance of political dynamic. I seriously doubt that the Palestinians who teach their kids the glory of blowing up pizza parlours, for example, have any particular concern about Malaysian jails or Uzbekistan religious dissenters. As Hamas encourages another ripcord to incinerate movie patrons, does Cuba, of all places, really enter their minds?

The HRW report doesn't hold water, and therefore neither does the Brinkley article about said report. HRW has a skewed sense of where terrorism is bred.

"It concludes that 'if the U.S. campaign against terrorism reinforces that repression, it risks breeding more terrorists as it alienates would-be allies in the fight against terrorism.'"
