Re. the asia times article, the last inspections ended four years ago and extensive smuggling has been taking place for years. The article seems to look at economic sanctions as permanent. They've been breaking down. Tthe piece even referred to this:
And Iraq’s estimated illegal earnings of US$1.5-3 billion annually could be reduced if the UN took steps to bring under its control the Iraq-Syria oil pipeline, which opened in 2001.
Also isn't perpetual economic sanctions imposing a high price on the iraqi citizenry?
