i described it to dell as "chatter"...and the tech there told me he also believed it was the xp software causing that...as if it is getting "stuck"

I've had nothing but good service from Dell so if it's not too late you might call them and tell them you are not happy with the new machine and would like to send it back. When XP was first introduced I got a Dell 8200 with all the latest bells and whistles but it was so loud it sounded like an airplane taking off. I thought something had to be wrong so they sent me another one. Same thing so I then called them and told them I couldn't live with this plane in my house and they gave me a refund and I bought a Compaq which I am using now. My next purchase will be from Dell (if they have what I want) because they treated me right.
