WASHINGTON, Nov 13, 2002 (U.S. Newswire via COMTEX) -- Microsoft Corp. today announced that it has appointed Thomas Richey as its new Federal Director of Homeland Security. Richey will be responsible for developing and executing Microsoft's strategy as a partner in the U.S. government's evolving Homeland Security policy. Richey will be located in the Microsoft Government offices, based in Washington, D.C.
Richey has a long and distinguished record in public service beginning in 1981 as a highly decorated U.S. Coast Guard officer and as a senior policy advisor in the U.S. Senate. As a U.S. Coast Guard commissioned officer, Richey was repeatedly decorated for unprecedented law enforcement operations and staff assignments, the most senior decoration being the Meritorious Service Medal for his service as Senate Liaison in the Coast Guard of Office of Congressional and Governmental Affairs. His other staff experience included project management of multi-million dollar vessel acquisitions and as an executive member of the Commandant's strategic planning staff. He was also operations officer to a major Coast Guard Command responsible for counter-drug, search and rescue, and many other Coast Guard operations in the lower Gulf of Mexico and Upper Caribbean Basin.
In 1997 Richey became the Coast Guard congressional liaison to the U.S. senate where, as a result of his leadership, the Coast Guard enjoyed unprecedented budget growth. In 2001 Richey retired from the U.S. Coast Guard with the rank of Commander and became senior policy advisor to senior Democratic Senator John F. Kerry, of Massachusetts. Richey was responsible for advising on a variety of major policies ranging from the economy and healthcare to foreign and national defense. He was also a key advisor on emerging Homeland Security issues.
