The problem with the estate tax is that it can be regressive to heirs. Inheritance should be taxed not estates and the point at which taxes kick in should be at least a million on an inheritance. The 50% rate shouldn't kick in until much higher levels. IRAs should not be double taxed to pay income and estate taxes.
