His ratings are sliding as they did pre-9/11 since they have no interest or competence in running the country, only looting it. They'll continue to slide unless/until there is another "event".
I think Bush's ratings are sliding for a number of reasons.
1. People are getting a bit weary of the Economic Cloud of Doom Syndrome. They want happy music in the streets and they don't care how they get it - just as long as its happy.
2. Yall may disagree, but I think Bush got weakened by North Korea. He looked a bit weak with that whole episode. He's still looking weak. His opponents are constantly forcing him to defend himself. He needs to be proactive here and then keep hammering the hell out of his opponents without sounding too partisan. There is a way to do this, but it takes a lot of art.
3. Also, Bush's case for war against Iraq has not been made with nearly enough force. It just seems like Iraq is sittin' there all nice and peaceful, ain't done nuthin' to nobody, just wanna be left alone, and Bush is salivatin' to bomb 'em. What liddle case he done made is getting drowned out by the opposition and he is beginning to look as if he is pushing for war "just because."
4. Also, his "stimulus package" is being a bit percieved, I think, by the liddle guy as a handout to the rich at the expense of the poor. In general the liddle fokes aren't exactly saying this outright, but I suspect the liddle guy is wondering
"Okay. He done helped the rich and dass fine. Now hopefully he'll do something for us."
Bush has to do something to look like he is turning pointedly toward the liddle fokes, because I think dey is waiting. The longer Bush fails to do this, the worse his ratings will become.
