The VA DMV has not always been so bad but recently it has gotten very bad. I have had to wait outside the builing for over an hour in the cold just to get inside and then spent another 3 hours in the building. If a private firm treated its customers like that they would mostly go elsewhere but its a little harder to do that with the DMV. Government offices do not always provide bad service but if they do then you don't have a competitor to go to and you can't easily just choose to do without the service.
