There is nothing at that site that resembles the type of tech required to keep someone in suspended animation for longer than a few hours and no research going on that even hints at more than extending time in surgery or storage of organs and blood for a bit longer. Your idea of putting prisoners in "suspended animation" is still a fantasy.

Executing a murderer absolutely deters that murderer from doing so again so it is indeed a deterrent if only to him. And execution is no more "pre-emptive" an action than giving him life without parole.

Acts of passion or insanity are seldom if ever punished with death making this a strawman argument. First degree murder is the only crime subject to DP in most jurisdictions and first degree murder requires prior intent. Acts of passion and insanity lack this prior intent. Lack of conscience in no way bars logical thought. One who murders is obviously somewhat deficient in conscience but may be acting in a very logical way. The loan shark who kills a delinquent borrower to encourage other "clients" to pay up is being logical.
