It's not true that force never settles anything. It settled Hitler's fate quite nicely. It put paid to Japan's dreams of empire in that same war. It settled the Kaiser's fate. It settled Napoleon's dreams of grandeur. Ultimately, if the force you used has not settled the issue, it simply means you haven't used enough force. You may not like that, but that is an ultimate truth.
