Sounds noble that - until you get down to cases. In practice it amounts to regime change where the head of state is considered undesirable. Democracy has very little to do with it - you don't worry about that at all in the majority of cases - in fact the opposite result can occur - Chile for example. Dictators are generally OK with the US of A! Take North Korea - a terrible regime granted - but war against then would result in many American losses, unlike Iraq which is weak and will be bombed to hell once again, until it is safe before the troops (not the offspring of chickenhawks of course) can safely advance.

Mugabe? No oil. Egypt - a sort of ally. Ditto Saudi Arabia where condtitions for women are not much different that under the Taliban. Syria? Need I go on?
