I think what you mean is the capacity to harness nuclear power is relatively new. Nuclear power is also unleashed through generating plants to make toast and coffee in your kitchen sans hydrocarbon waste products.

Anything we do as humans will be used in a military capacity at some point. I imagine this would happen with clones as well if soldiers could be engineered to withstand colder temperatures, higher altitudes, etc...
