Bush's refusual to rule out the use of nukes is not new, we have never ruled them out but we have not actually used nukes as weapons since WWII and I don't expect that to change.

If we were going to publicly rule out the use of nuclear weapons there would be absolutely no value in having them. It is really difficult to imagine a scenario where we would ever use nukes again; however, every major player in the Bush 41 administration credits Bush's letter to Saddam (threatening the use of nukes) with stopping Saddam from using WMD in the Gulf War.
