but institutionalized, govt-sponsored discrimination is not an issue?

A few years ago the banks of the red river in North Dakota overflowed. The government stepped in and offered assistance to those affected by the floods.

To qualify for the aid, you had to be a resident of the flooded area. Is that discrimination? Do you see George Bush making statement against Quota systems that favor North Dakotans?

Then please explain to me why when the government offers assistance to people who have suffered not because of the floods, but because of systemic racism that to this day prefers the "Brian"s over the "Kiwame"s suddenly this aid becomes "govt sponsored discrimination"?
