Apparently there's never been a registration of people who deal with the M-C cow disease.

"USDA Will Tighten Mad-Cow Safeguards"

"U.S farmers and scientists who handle diseased animals will have to register with federal officials starting next month as a part of the governments campaign to prevent the deadly mad-cow disease, the U.S. Dept of Agriculture said...."
They want to tighten regulations....
