Tax analogy -cute. He forgot a few details though.

The 10th man and the restaurant owner are lovers and the dinner menu is always designed to please the 10th man and no one else.
The 10th man stays rich by employing men 1-6 for extremely low wages and men 7-9 for midlin' wages that however look great compared to those of men 1-6 (this provides excellent incentive to men 7-9 to keep an eye on the others and make sure they work hard).
When the 10th man doesn't show up for dinner, he soon discovers that he will have to go hungry since men 1-9 are not there to provide for him, he doesn't know how to cook, and anyway, the groceries were not delivered.
