that is EXACTLY the point. The basic GSM carrier has enough spectrum to do overlay. EVERY SINGLE ONE OF THEM.

So they would overlay and keep a percentage for GSM only. but the main system load for people who are not raoming would slowly be carried by GSM1x and 1x data.

In no scenario of GSM1x would a carrier ever drop pure GSM, so your complete arugment is pointless.
