The answers are Yes It Is The VIX, and Maybe. Here's the spx; my tummy tells me a meltoff here below 900 could be very bearish and indicate that the January Effect left the building:

P.S. Movie recommendation: Catch Me If You Can. Really a fine film, from the opening credits (super) to the end, a bit of an homage to those 60s movies (Boeing, Boeing; The Pink Panther, To Catch a Thief) in style, if not in substance.
