I don't think that that is necessarily true. The result may not be that much different from what happens in states such as Michigan. For example, a student at a high-performing school who has a 1500 SAT score, but who finishes in the 11th percentile in his highly competitive school, will lose his spot in a state school to a person who does far less well on the SAT but finishes in the ten percentile in a much less competitive school. But the program does have the political benefit of politicians being able to say that race had no part in the plan.
