an attempt to impose equal outcomes I think it is worthwhile to make a distinction between equal outcomes on individuals, versus aggregate outcomes for groups. The current processes for facilitating racial integration tend to prescribe a particular formula in each case. This is an attempt to avoid the poll tested buzzword of quota. The most quickest and most effective solution however is to just focus on the goal and let the participants move toward the goal in the way that works best in their situation. Of course there would have to be carrots and sticks to keep the process moving. TP
