I disagree. I believe that one of the reasons that the Higher Education is the best in the United States, is competition (betweeen public and private universities). Competition for money, competition for faculty, Competition for grants, and competition for students.

Overcrowded inner city schools may lose some money (from vouchers), but money spent per student will not decrease (and may be able to go up - vouchers usually do not match what public schools are paid per pupil). This means fewer children per class, or not having to place temporary classrooms in the playgrounds. Inner city schools may be able to teach the number of children, they were physically designed to teach.
