Tigerpaw RE.. would say that non-proportional representation is evidence of discrimination. The evidence may of course have a reasonable explanation but it is valid to have it explained.< What are you trying to say here. The fact that unless, the proportional representation is way out of wack, there always will be other factors, thereby Tim is right, that proportion representation is only one basis to be used, and should only be used in a group setting. Individual cases require you to look at individual abilities, discipline, and temperments.
