To the first order, I think one will lead to another. This is really a group phenomina and if it is corrected on the group level it will lessen and disappear on the individual level. There is a tacit assumption on my part that racism is the cause for this proportional disparity which is why I would offer those who cannot reach the goal the chance to explain why in their case the assumption is not valid.
