The end of racism might lead to proportional representation. But in many places and times it will probably not. Proportional representation, esp. such representation imposed by racial quotas, even more so if they are imposed by force of law will not lead to the end of racism.

There is a tacit assumption on my part that racism is the cause for this proportional disparity

In many cases it is not.

And even when it is making all these decision in to a racial political battle only strengthens racism. You could impose proportional representation but in the mean time you would be increasing racial tension and racism.
