I am quite familiar with the article and it's foundations;

This paragraph says it all;
"To conjure up a conscience in others is tempting to anyone who wishes to extend his control beyond the legal limits. Leaders at the highest level succumb to this temptation. Has any president during the past generation failed to call on labor unions to moderate voluntarily their demands for higher wages, or to steel companies to honor voluntary guidelines on prices? I can recall none. The rhetoric used on such occasions is designed to produce feelings of guilt in noncooperators"

Yet despite near 100% media political party hegemony, more than 51% of the population refuses to participate and have themselves become the best political constant of Americas defense against those who would undermine Constitutional rights. The Uncooperators are those who see the inadequacies of the political mainstream in the face of LIBERTY and Constituional guarantee.

PS, that article is really a poor illustration, compared to what I gave you to think about in less than 100 words.
