If quotas bring some balance the people who benefited from them will want them to stay in place after balance is achieved

That's is not how a goal works. The further from a goal, the more correction is needed, closer to a goal needs less. Once the goal is reached the corrective factor is zero. It's certainly easier to define a goal and let the participants have flexibility in acheiving it than to try and define each mechanism along the way.
