That sounds like the end of one of those long winded speeches they would make at the Kremlin on May Day.

If I could summarise quickly it would be:
Integration is here to stay.
Racial problems are being blamed for resource problems which would have occurred anyway.
This too shall pass, the transition will only be postponed and made more tense by code-worded denials.
