Chemicals were not SUPPOSED to be placed in them until firing time! You never put a detonator fuse on a 155mm shell until right before you load it in the howitzer. WHY?? You would not want to blow your asses up if you dropped one off the truck.....same with chemical, they would not have let shells sit around loaded with some biological agent....
