They broke the agreement as soon as they received the aid back in Clinton's term. The only long-term solution is to put this problem in the joint responsibility of Russia, China, S. Korea, Japan, and the US so that it doesn't become a perpetual stick-up of the US. They now have huge stakes in trade with US, Japan, and S. Korea.
