Chinese civilization, which as we all know, was way ahead of the "West" in the time of Marco Polo, rests on the foundation of intense loyalty to family and close friends, and recognition of the value of book learning.
There is no connection to the public interest in this ideology and no system of enforced and clear laws. Hence the failure of China to progress in modern times. In the community of overseas Chinese in western countries one can see the combination of the strengths of a legal system plus the Chinese work ethic(caused by loyalty) and respect for learning. I believe that Overseas Chinese, taken as a group, are the most advanced community that exists. I'm assuming a system of laws. From this point of view perhaps certain ethnic Chinese banks in California are the best way to take advantage of the Chinese boom. They finance imports from China and they operate with a system of laws, the best of both worlds. Just my thinking, I'm no expert.
