Anyone can achieve "proportional representation" without dealing with the real problems.

If the correction (or discrimination depending on your view) is proportional to the distance from the goal, then the corrective factor becomes less as the measured results approach the goal, ultimately to zero or whatever threshold has been decided upon. This is a pretty standard technique in American business usually going under the name Goal Oriented Process. You'll love the acronym.
