But no problems seen yet, BTW. Minimal publicity, however, and I've no idea if it's been properly enacted in UK.

But I don't think anyone's willing to go through the capex of setting up large-scale independent recyclers, for cars or computers, at least in UK (and presumably likewise US?) while the ROI is still relatively low, unless there's some incentive like maybe tax advantages or even temporary subsidy. Once the raw materials get scarcer, or the pollution problem starts really ramping, the facilities will be needed in a hurry... maybe they'll just be shipped to those nations which have invested?
