I merely based this on institutional investors, who are usually on the right side in any long term movement, and they are still bearish. Until the big boys come on board with this rally, it won't really take off. I know CW is that a 20% move off lows is a "bull market", I think it will take much more than that to convince the average investor. And getting the average investor interested again is the key to any long term rally.
