There is no monopoly. Mms compete with each other. They can set bid and offer wherever they like. Often you'll see, for example, an mm who sets his bid very low, thus widening the spread, because he doesn't want to take on inventory (or because he wants to close up shop for the day). I've sometimes bought part of a position from one mm at one price, and part from another at a slightly higher or lower price, at the same moment. Normally, though, if the stock is trading good volume, all the mms are setting pretty much the same b/a.
