There doesn't seem to be anything in these plans to force asians to be respresented in smaller percentages than they are found in the population.

If the NBA only allowed 15% of its players to be black (a higher percentage their their % of the population) would not talented black basketball players be screwed over?

Someone being screwed over is an individual thing. The percentage of the rest of the group that are his or her skin color doesn't matter. If you deny him a job or position at a school based on his race then you are unjustly discriminating against him.
