from 37% in 1991 to 66% now. The tax rate on lower-income earners was cut from 15% to 10% in 2001,
causing more to pay no federal income tax."

I wonder how many do not pay taxes in $20,000 to $30,000 since Bush last tax cut. No data on what the mix of those questions.. Be interesting to see the breakout by , single, married,, married with children, head of household.
