Norwegian operators call for a 3G delay

Eleven Norwegian operators have come together in a special interest forum calling for an 18-month-delay in 3G deployment. The appeal was directed to Norway's Transport Ministry.

The information and telecommunication industry special interest group IKT-Norway argues that a one-and-a-half year delay is best for the industry as a whole. IKT-Norway's General Secretary Per Morten Hoff said operators do not want to stop development, but rather “burn money a bit slower.”

The IKT forum is composed solely of operators and contains no suppliers and it does not have the support of telecom vendors.

Bob Schukai, Motorola's director of 3G products for Europe, Middle East and Africa (EMEA), accused Telenor of intentionally delaying 3G development to milk 2.5-generation (2.5G) for as long as possible. Motorola plans to have 3G phones ready this year, and despairs of making sales in Norway. Shukai told industry Web site ITavisen.no that Telenor's dominant position gave it no incentive to roll out its 3G network before competitors forced it to.

Norway's major operators have consistently argued that a 3G network is not needed before late 2004. Swedish Tele2 surrendered its 3G license last November, but remains active thanks to a mobile virtual network operator (MVNO) agreement with Telenor. Also Finnish Sonera has backed out of Norway's 3G market.
