TP, this author puts it best:

edge.org

At the end of the day, one perceives a consensus that the sheer presence of minority faces at Berkeley outweighs all other considerations by a wide margin, and that as long as there is some cut-off point in scores and GPA below which even minorities are not admitted, all talk of merit or excellence is, at worst, racist, or at best — and it is this which I find most alarming — utterly unimportant. (emphasis added by me)

I too find it alarming that talk of merit or excellence is considered unimportant or at least subordinate to the goal of "proportional representation." The "proxy" that you advocate has now become the goal, and not even a stepping stone as most A.A. advocates claim.
