There are any number of possible reasons for an underrepresentation of blacks.

I suppose the moon could be made of green cheese too, but that would mean Neil Armstrong was wrong. Hmm.

This really is just a situation of fewer resources than people are willing to fund. The surge of baby boomers coincided with the civil rights movement so some people got the erronious idea that blacks were responsible for the reduced opportunity. That's not the case, it's just a matter of population and open slots.
