I don't disagree there could be other criteria. But the MOST absurd idea is to think that RACE ought to play a large role (1/6) in determining who is the best applicant.

It's no larger a role (less than 1/6) than the discression of the admissions office. It really would be easier to just pick a number, a quota, and have it over with. These numbering systems are the next best thing.
