Quite so. It would seem to suggest that. The correlation is there, but this does not prove cause and effect. Still, humane laws might both attract humane people and condition people to a more refined behaviour.

Certainly, where a respect exists for human life and fundamental rights and freedoms, a general regard for lawfulness seems to ensue. One need only consider Martin Luther KIng Jr. acting as a catalyst to bring an end to segregation, to see how teaching a higher idea to people can translate into social change, and into a reduction in violence.
