Bill, That is a pretty stunning decline. Some will argue, with validity, that Guiliani's concurrent "broken window" policy is the main cause of the decline. NYC has about 8 million of the 18 million in the whole state. If that is the case we will see NY rate begin to increase as the current mayor is no Guiliani. ggg Graffiti is on the rise in NYC, can broken windows and more murders be far behind? Would be interesting to see the numbers for NY State without NYC to see if the drop is as dramatic.
