LOL! Reminds me of the logic of the old Irish joke --
One says, "begosh Joe, ye shoudnta be drinkin' so much"
Joe says, "well, I'm either drinking too much, or I'm not. And if I am, I'll either get sick or I won't. And if I do, I'll either die, or I won't. So why worry ?"

Through '03 and '04, all I can suggest is to read other-than-mainstream, keep an open mind, watch the economy, and terrorist events, who benefits and who loses. Then decide if these things are simply "meant to be".
If there is ever a dirty-bomb or some such, your part of the country is likely to be the first hit, so hopefully there won't be any need for dark suspicions about martial law, and we can all go about our business building an increasingly prosperous country.
