What Iraq did to bring about the present situation actually took place back in the '90's. They failed to cooperate throughout the decade with the arms inspectors (recall I've posted twice here long excerpts from UNSCOM's final report in 1998). This came to a head in 1998 and Iraq never allowed weapons to begin again until recently when the US began preparing for war. The US and the international community should have done in 1998 what we are doing now - begin serious preparations to remove Saddam from power and if necessary do it. The blame can be put on the whole international community including both the Clinton and Bush administrations and especially on the Security Council members who were willing to take bribes in the form of oil development contracts.

What changed after 9/11 was the government basically got it's backbone back. The realization that just muddling through a bad situation isn't the answer. We need to address developing threats before they grow up (and that's what Saddam is - it's not what he is now that is the threat but what he will be if he's left alone long enough to get his nuclear weapons developed).
