Try going to control panel, passwords and see if you have the top option checked: All users use the same preferences and desktop settings.

If this doesn't eliminate the network password box, there is something else I am looking for but try this first.

I'm pretty sure you can't eliminate the Network Neighborhood icon. One of Bill's toys.
