If reckless suicide is the issue, then let's focus legislative action on that.

I think most suicides are reckless at least somewhat reckless. I don't think they are usually done after calm consideration of all the options and alternatives. A few might think rationally and carefully and decide to kill themselves but I think that is only a small percentage.

Yeah, but the people who are not prevented aren't unhappy. They are beyond happy or unhappy and it matters not to them. It only matters to those who remain.

They let a most likely temporary feeling of deep depression and or total hopelessness cause them to give themselves the death penalty. The fact that they end when they successful commit suicide (ignoring metaphysical possibilities) doesn't mean that preventing the suicide does not help them.
